I transmit to the Parliament the report on the state of execution of Italian policies for disability in 2002, according to n.104 law, article 41, paragraph 8, issued on 5th February 1992.
The European Union declared 2003 the “European Year of People with Disabilities”.
Among the initiatives taken by the Government to carry out the objectives laid down by the Community Institutions, this report has a primary importance. During 2003, Italy engaged all institutional and civil bodies to the celebration of the European Year of People with Disability in order to inform and make aware people about disability problems. Moreover this initiative would contribute to the real promotion of rights and equal opportunities for people with disability in the European Union.
This report is important in sight of the closing celebration of the European Year of People with Disability, which will take place in Italy on December, during the Semester of the Italian Presidency of the European Union, with the participation of the representatives of the institutions and associations from the Member States. Together with the conclusions of the Second National Conference on Disability which took place in Bari last February, it is an important instrument to think about the needs of people with disability for all the Institutions.
The report illustrates the execution carried out by central Administrations, Regions and Local Institutions according to n.104 law issued on 5th February 1992 and the following legislation.
It also relates news on the contributions and initiatives promoted by institutions working for disability.
I hope that the cooperation of all the Administrations for the writing up of this report will be an example for future collaborations among institutions and voluntary or private associations in order to improve equal opportunities for people with disability.
